TR 11 Bill Savings Questions

TR 16.1 I am a foreigner living in Malta, with the Water and Electricity meters registered under my name. Am I eligible for the reduction in tariff prices?

Revision in tariff prices is applicable to all Domestic and Residential Account holders, irrespective of nationality.

TR 16.2 Who will benefit from the reduction in tariff prices?

You will benefit from a reduction in tariff prices if you are an account holder with a Residential or Domestic Account, Your latest bill will state if your account is Residential or Domestic (Page 1: top right hand corner, underneath the Service Address and/or Page 2: top row). A reduction in tariff prices for non-residential account holders will be announced in the future.

TR 16.3 After the reduction in tariff prices are introduced, will I still pay interest if I settle my bill late?

Yes, if you do not settle your bill within 45 days from the date of invoice, interest charges of 6% per annum shall apply on the pending amounts from the 16th day of invoice date.

TR 16.4 As an account holder, how many accounts can I register in my name and which will still benefit from the reduction in tariff prices?

A person can benefit from a bill reduction on one primary residence registered as Residential, a secondary residence registered as Domestic and a garage which does not exceed 30m2 and used exclusively for private (non-commercial) purposes also registered Domestic.

TR 16.5 Will the same reduction apply for all residential and domestic accounts?

Yes, the same percentage tariff reductions will apply for all Residential and Domestic rates.

TR 16.6 My account is Non-Residential. Will I benefit from any reduction in tariff prices?

For the time being only Residential and Domestic tariff prices have been announced for reduction. Any further reductions shall be communicated separately in the future. If your account is Non-Residential, but is being used as your primary residence, you may apply to have it changed to a Residential Account by filling in a ‘Change in Billing Tariff Form’. This form can be downloaded from ARMS website www.smartutilities.com.mt

TR 16.7 I have a photovoltaic system installed. Will anything change in my bill due to the reduction in tariff prices

You will benefit from the reduction in Domestic and Residential tariff prices in relation to your consumption. You will also continue to be remunerated according to the stipulated agreement signed between yourself and the Regulator for Energy and Water Services (REWS), and which has been submitted and accepted by ARMS. There will be no change to the Feed In Tariffs as per applicable guarantee period endorsed by REWS.

TR 16.8 I live in a rented apartment. Will I benefit from the reduced tariff prices?

The account holder for the water and electricity meters in your apartment shall benefit from the reduction in tariff prices, provided that the account is registered as a Residential or Domestic Account.

TR 16.9 Are summer residences affected by the reduced tariff prices?

If your summer residence is registered as a Domestic or Residential account, then you shall benefit from reduced tariff prices on that account.

TR 16.10 Are Government owned apartments effected by the reduced tariff prices?

Government owned apartments registered as Residential or Domestic accounts shall benefit from the reduced tariff prices on the respective account.

TR 16.11 Are garages registered on Domestic rates effected by the reduced tariff prices?

If the garage is registered on a Domestic account, then it will benefit from the reduced tariff prices.

TR 16.12 I am entitled to energy benefits from the Department of Social Security. Has anything changed by the introduction of the reduced tariff prices?

As from 13th January 2014 energy benefit assistance is being credited directly on the bill. Therefore you will not be receiving any more social benefit vouchers at home, but you will still receive the benefit as a credit in your bill. Reduction in tariff prices is applicable to all such accounts. Hence you will benefit from both tariff reductions and the energy benefit which you will continue to receive as a reduction in your bill.

TR 16.13 I benefit from social assistance? Have my social benefits with respect to utility bills decreased since the reduction in tariff prices?

Your energy benefit is calculated as a percentage on the amount consumed. Therefore this will not affect your social assistance entitlement.

TR 16.14 What are the new tariff prices?

The new Residential and Domestic tariff prices are defined in Table 1 within this document.

TR 16.15 When will the new tariff prices be introduced?

The reduced tariffs prices shall become applicable (on consumption) as from the 31st March 2014. A legal notice shall be published and it will amend the applicable laws.

TR 16.16 Will the reduction apply to meter rent charges also?

No. The reduction applies only on consumption.

TR 16.17 After the new tariff prices are introduced, will I still benefit from eco-reduction?

Yes, eco-reduction still applies with the reduced tariff rates. This calculation has not changed.

TR 16.18 Is there a reduction in any other fees, apart from the reduction in tariff rates?

No, all other fees have not changed.

TR 16.19 When am I expected to receive a bill after the reduction in tariff prices?

Consumers receiving bills soon after the change over may still receive bills which cover the period before the reduction in tariff prices, i.e.: if the end of the billing period for the bill is prior to 31st March 2014. In these bills no reduction will be evident since they cover the period before the reduction. In other instances consumers will receive a bill which covers a period before and after the 31st of March 2014. This is referred to as a Cross-Over Bill. In these instances the bill will include a portion up to the end of March with the old tariffs prices, and the remaining portion with the reduced tariffs prices applicable from the 31st March 2014. Pro-rating of consumption will be applied in all cases depending on the closest reading before and after the changeover date. Actual readings will be collected during the months of April to June 2014.

TR 16.20 When a bill is revised, how will the tariff prices be applied?

Revised bills will be computed with the tariff prices applicable to the period in question.

TR 16.21 My bill has been issued for a consumption period which covers the date of the change: part when old tariffs were in force, and part when new tariffs were introduced. How will ARMS bill me?

You will be billed with the old tariff prices for the period before the 31st March 2014 and billed with the reduced tariff prices for the period starting from the 31st March 2014. The two consumption periods will be presented seperately in your bills. The Eco-reduction will be calculated separetly but will be shown as a total for the total consumption for the whole billing period of this bill. A Cross-Over Bill shall be calculated on a pro-rata basis, i.e. the total consumption during the billed period is divided by the number of days in the billing period, with the number of days prior to the 31st March 2014 charged on the old tariff prices, and the subsequent number of days at the reduced tariff prices.

TR 16.22 Due to the change in tariff rates, will a bill be issued till the date of change?

No, ARMS will not issue a bill based on actual reading to all its Residential and Domestic account holders on the same day. This is such for practical and logistical reasons. ARMS cannot read all water and electricity meters on the day prior to the change-over date. ARMS will be carrying out an intensive meter reading exercise between the months of April and June 2014 to ensure that all residential premises are read. It is important that when necessary you provide access to ARMS meter readers. You may also provide us with your Water and Electricity meter readings within five days of the meter reader's visit (as stated on the reverse side of your bill). If you do not provide access to the ARMS Meter Readers when they visit your premises, a note will be left in your letter box advising you of the second and last attempt being made on behalf of ARMS to take an actual meter reading.

TR 16.23 I have a smart meter installed. Will I be issued with a separate bill before and after the reduction in tariff prices

No. You shall also be receiving a Cross-Over Bill (a bill which covers both pre- and post-reduction in tariff prices) on your first scheduled billing cycle after the date of reduction in tariff prices. (Refer to TR FAQ TR022)

TR 16.24 Am I expected to call and submit my readings?

Call in your readings only if you have received an ARMS Meter Reader visit note which asks you to call within 5 days of the visit. Otherwise it is not necessary to call and provide us with your readings since ARMS has either obtained your reading remotely, or our meter reader has already obtained official readings (Refer to TR FAQ TR021).

TR 16.25 Can a customer request that an up-to-date bill be issued to include consumption up to the tariff change date?

Up to date bills shall be honoured provided that:Consumers follow Arms Instructions and conditions, including the charge of €4.66 per up-to-date bill request ? ARMS shall compute the bill based on the tariff prices applicable at the time of the consumption period being considered
